First eight or nine layers are mush
My printer is an Ender-3Max. It, and I, are new to 3D printing. From day one the printer prints the first eight or nine layers into mush and as a result, there is a bulging rim, approximately 1.8mm wide around the part bottom. The balance of the parts print correctly, actually impressively well, however, they will be approximately 1.8 mm short. The latest instance was a part printed of PLA with the nozzle @ 200C and the bed @ 60C. Any suggestions of the cause and a solution?

Which slicer are you using?
What is the slicer's setting?
Posting a photo of this bulging rim/lip will greatly help, because seeing is better than reading.
I would check the setting to see if you have inadvertently enabled the skirt function.
