Btw, make sure to check the handles' durability before your kids go downhill in the soapbox car. I don't know if these puzzle bosses were a good idea... Oh, and you have to put the handles together first, insert them and then assemble the center piece. But shouldn't be too hard to figure out once you got everything in hand.

About the steering bar: I would weld or epoxy-glue the top M10 nut to the threaded rod. The lower nut will secure the assembly, but you can't tighten it enough to be really secure because the plastic parts would just crush.
You might also want to epoxy-glue the steering bar to the "Center part feature 1" piece in order to prevent wiggle. I might have gotten the tolerance a bit too loose. Making a good press-fit is difficult without having the parts in hand.
