G02 / G03 Support

I am looking at how to create and use G02 / G03 Arcs.
By looking at the web I see the STL does not Support curves,
therefore STL files are a lot of straight lines forming a makeshift arc of polygons.
I know the G-Code can form an ARC using G02 / G03,
so which program can one use to create 3D Printer G-Code files containing G02 / G03 Arcs.
with STL not allowing ARC function can I use OBJ file format or which file format would be the best.
End result smoother ARC's with a faster printing time.
