Ender 3 V2 heating issues

Yo,
I recently purchased an ender 3 V2 in "retail packaging" but when I assembled it, the nozzle wouldn't heat so I looked at the mother board and noticed that the hotend wires were cut! (see attached photo) so I contacted creality and they didn't help me at all so I ended up soldering the wires and trying again, It still didn't work. So as a last resort I came here can anyone tell me what's going on!

I'd put a multimeter on that heater connection and see if you are getting any voltage Might be a bad board?
